I’m afraid Alpha Prime has found a way to suppress most autonomous responses from the cerebral cortex of these unfortunate guys. Their brains are free to receive external orders now, with only residual elements of the individuals personalities remaining. This should explain their low level of emotions and why Any didn’t pick them up earlier.

It is part of a bigger machine the Professor has at his own lab. The cyborgs know what they are doing… or rather the mastermind behind them.
